Ms. Marina BABIĆ-MLADENOVIĆ is executive director of the JCWI, civil engineer with 38 years of extensive experience in water resources sector both at the national and international level. Her expertise includes complex water resources/ environmental projects management, comprehensive knowledge and implementation of flood/erosion control best management practices and measures, in depth understanding of water sector relevant national and international policies and conventions. She is a representative of Serbia in experts’ groups of ICPDR and ISRBC dealing with flood and sediment management, and also participates in INTERREG projects dealing with the same issues. Between 2010 and 2018 was assistant professor on the Faculty of architecture and civil engineering in Banjaluka, Republika Srpska, Bosnia and Herzegovina – Topic: River engineering. She led numerous studies dealing with sediment, hydromorphology, floods, and other water management issues in the Drina River basin.

Dr Stéphanie André has a strong experience in multidisciplinary projects management in the field of hydraulics and flood control, including sustainable river rehabilitation for security and environmental improvement as well as environmental and social impact assessment. She is also experienced in hydraulic, hydrodynamic, morphology and sediment transport for rivers and lakes.
Stéphanie has reviewed environmental and hydraulics projects in France, Switzerland and Georgia. She has worked recently as project manager and key expert for Environment and Social for the World Bank financed project “Support to Water Resources Management in the Drina River Basin” located within three countries: Serbia, Montenegro and Bosnia and Herzegovina.

Mr. Stevan PROHASKA is the advisor in JCWI and has over 50 years of experience in hydrological research and valuable knowledge in hydrological mathematical models. His focuses are stochastic hydrology, hydrological forecasting and analysis and operational hydrology. He led many hydrological studies which dealt with the balance of surface waters, flood frequency analyses at both gauged and non-gauged river basins, environmental flows, regional analyses. Has is, experienced in internationally funded projects related to climate change in Serbia and the region, and in water management planning. He was professor of Hydrology and Water management on Faculty of Mining and Geology in Belgrade (1991-2007) and on the Faculty of Civil Engineering and Architecture, Niš (1994-2007). He studied the hydrology of the Drina River basin since 1991, within numerous studies and designs, as Conceptual Hydrological Information System Project – Development of mathematical models for hydrological forecasting (1991), Conceptual design and preliminary feasibility study of the use of hydroelectric potential of the upper Drina and Sutjeska on the territory of the Republic of Serbia (2009), Preliminary Design of HPPs on middle Drina, Preliminary design of flood protection of Bijeljina (2015).

Mr. Marco RANDI is the head of the IT/GIS/CAD department in BETA Studio and has over 25 years of professional experience on river basin management plans and integrated water resources assessment. He has valuable knowledge of IT and GIS data processing, database creation and management, also managing the company’s own database. He is currently in charge of BETA Studio’s Quality Management System in accordance with UNI-EN-ISO 9001:2015 and UNI-EN-ISO 14001:2015. He provided his expertise in numerous hydrological and hydraulic studies and projects within the framework of Integrated Water Resources Management (IWRM), including branches like River Basin Model (RBM) and Disaster Risk Management (DRM), with special attention to flood risk assessment and mapping and forecasting systems’ development. He has partaken in numerous international enterprises, comprising European Commission projects and INSPIRE DIRECTIVE, with a regional experience covering Eastern Europe, Balkans Region, Caucasus, East African Community (EAC), Southern African Development Community (SADC) and Latin America.

M. Sc. in Hydraulic Engineering
Ms Dragana Milenkovic is Civil Engineer with 37 years of experience in water course management, hydraulic engineering, river engineering, irrigation and drainage, port and inland waterway. She started her professional career 1981 as a hydraulic engineer with specialist expertise in land and water development, river engineering and drainage.
From 1996 to 1998 she attended the International Institute for Hydraulic and Environmental Engineering Delft, the Netherlands, and 1989, she gained M.Sc. in Hydraulic Engineering. Later she became project manager and liaison engineer for various national and international projects.
She has successfully completed numerous projects in various specialist domains related to water management including hazard mapping, flood protection worldwide, varying from reconnaissance and preparation of ToR, execution of field surveys, detailed design studies, tender guidance, project implementation and contract management.
Previously she had been engaged as Consultant in WDD on Cyprus and in SISA-Peru. She has gained experience in water resources through projects amongst others executed in Algeria, Peru and Ecuador, as well as in Serbia, Montenegro and Bosnia.

Dr Bernard Joos is a civil engineer with 42 years of experience in hydropower, hydrology and water resource management. He is currently a member of the ICOLD Technical Committee on Dams & Floods.
He is an expert in hydropower and has acquired a very large experience by working on over a hundred hydropower schemes, including run of river, reservoirs and pumped hydro energy storage projects.
Dr Joos has carried out a large number of projects all over the world for clients including private companies and Banks, with projects ranging from small hydro to several hundred MW, including many Pumped Storage schemes. Apart from technical aspects, general conception and layout design, Dr Joos also carries out risk and safety analysis and economic assessments and financial modelling of hydropower projects. Dr Joos is a Swiss Federal expert in dam safety, in charge of the safety of large dams in Switzerland and he is currently working on a dam safety enhancement program in China for which, in collaboration with Dr Droz, he has written the training materials on dam safety management included in the program.
